This brief looks at the ways the Affordable Care Act sought to change hospitals, how hospitals are responding to these pressures, and resulting considerations for state policymakers. Of particular interest are increased hospital-provider consolidation activity, hospital participation in value-based care arrangements, and expectations for hospitals to play an increasing role in improving community health. This brief is a summary of a presentation at a one-day forum convened by the Milbank Memorial Fund and New England States Consortium Systems Organization (NESCO) that brought together state government health policy leaders from across New England.
